Abstract

Urban traffic congestion is intensified by fixed-time signal plans that cannot react adequately to short-term changes in vehicle demand. This methodology paper develops a low-cost smart traffic management framework that combines roadside sensing, embedded processing, Internet of Things (IoT) communication, and adaptive traffic-signal control. The proposed design uses infrared or ultrasonic vehicle detectors connected to a microcontroller-class edge node, with Wi-Fi or low-power wide-area communication for transmitting traffic state to a local controller and an IoT monitoring service. The controller estimates lane density, queue severity, and accumulated waiting demand, then adjusts green time within safety-constrained minimum and maximum limits. A step-by-step development procedure is presented covering sensing, filtering, communication, control logic, fail-safe behavior, data logging, and prototype evaluation. The methodology is assessed through a controlled intersection emulation under low, medium, and high traffic demand, comparing the proposed adaptive method with conventional fixed-time signaling. The illustrative evaluation indicates lower average waiting time and queue length and improved throughput, with the largest benefit occurring under unbalanced and heavy traffic. The framework is intended as a reproducible methodology rather than a claim of field deployment. It is consistent with research available up to 2017 on IoT smart-city architectures, wireless sensor traffic monitoring, vehicle-to-infrastructure control, and cyber-physical traffic-light systems. The study demonstrates how embedded intelligence and networked sensing can provide a practical foundation for scalable, responsive urban traffic management.
