Abstract
The persistent issue of inadequate hygiene conditions at Batangas Provincial Jail prompted this study, which sought to critically examine the challenges Persons Deprived of Liberty (PDL) faced in accessing basic toiletries before the introduction of soap kit initiatives. Anchored in a mixed-methods research design, the study integrated quantitative and qualitative approaches to develop a comprehensive understanding of the phenomenon. Findings revealed that distributing soap kits transcended their utilitarian purpose, becoming a symbolic act of recognition that strengthened dignity, morale, and psychological resilience among PDL. It demonstrates that small but rights-based interventions can catalyse profound transformations in health equity, human dignity, and sustainable rehabilitation within carceral environments. The study's implications highlight the need to institutionalise and expand the program by embedding it in policy frameworks and fostering sustained collaboration across sectors.
